LOSCOCCO AMENDMENT OFFERED: Senate President Travaglini said we will now proceed with the convention, coming first on unfinished business. He said we have the Barrios amendment still pending and an amendment offered by Rep. Loscocco, which is printed in the calendar. Sen. Travaglini recognized Sen. Murray.

Sen. Murray said point of order. The amendment is substantially identical to the amendment by Speaker Finneran and therefore should not be taken up.

Sen. Travaglini said the session will be in a brief recess.

Speaker Finneran called Reps. Jones and Loscocco to the rostrum. A large rostrum conference ensued. Afterwards, at 12:18 pm, Sen. Murray withdrew her point of order.

Sen. Travaglini recognized Rep. Loscocco.

LOSCOCCO AMENDMENT WITHDRAWN: Rep. Loscocco said I am going to file my amendment in third reading. I am willing to withdraw it at this time.

Sen. Murray said we agree with the withdrawal at this point, but will make the same motion at third reading.

By voice vote, Loscocco motion to withdraw amendment adopted.

REVISED TRAVIS AMENDMENT OFFERED: Rep. Travis offered a further amendment at 12:20 pm, striking and replacing his own text.

Rep. Travis said this is the amendment in existence for two and a half years. It tells the people what marriage is. This is the amendment we have all hopefully been waiting to vote on. There is a slight change. Most of the public out there when they vote on this will concur with the change. I change the last sentence to nothing in this amendment shall require or prohibit civil unions in Massachusetts. [The sentence replaced is: Any other relationship shall not be recognized as a marriage or its legal equivalent]. Why am I gutting my own bill? I am not. I am making a better bill. We do love everyone equally. The change states that this will be neutral in the sense that nothing in this article called marriage will reflect on the ability from this day forward when voted on by the people to allow civil unions to take place in Massachusetts.
